COUNTRY CONFLICT PROFILE
PROJECT:
RCCP Joint Project with the International Affairs Institute
(IAI) of Rome
In January, 2004, the International Affairs Institute (www.iai.it)
and the Regional Center on Conflict Prevention (About
RCCP) started a joint project on conflict prevention in the
Euro-Med region.
The general goals of the project are:
(1) to improve
the capabilities of the newly established Regional Center on Conflict
Prevention with the support of the IAI
CCP model of analysis for Early Warning in the Euro-Med area; (Country
Conflict Profile);
2) to widen Conflict Prevention knowledge and practice amongst researchers
and practitioners in the Euro-Med area.
Research results will be published on
Conflict in Focus, the bi-monthly electronic IAI-RCCP
joined publication, together with more general articles on EU Conflict
Prevention policies and the Euro-Med area by researchers and practitioners,
with the final aim of stimulating a debate on the issue.
The joint IAI-RCCP
project is financed by the Italian Ministry of Foreign Affairs.
Project Background:
In 2000, the International Affairs Institute (Istituto Affari Internazionali
- IAI, Rome - Italy)
launched a project aimed at creating the first ever nucleus of capabilities
in conflict prevention in the Euro-Mediterranean framework, with
a view to contributing to the development of a conflict prevention
'culture' in and about the Euro-Med area, and to preparing appropriate
conditions for actual preventive actions in the region. The project
consisted of two interacting processes:
• The development
of tools for a Euro-Med Conflict Prevention System and, in particular,
an integrated model for early warning and response planning (EW&R),
specifically tailored for conflict prevention in the Mediterranean
countries; this includes a dedicated software, and the Country Conflict
Profile (CCP), for early warning activities in the area (Country
Conflict Profile).
• A cooperation
programme between the IAI
and the Jordan Institute of Diplomacy (JID, Amman) consisting of:
i) a series of
seminars on the theoretical and political foundations of conflict
prevention in the Euro-Mediterranean region;
ii) the establishment of a Conflict Prevention Centre at the JID
with the aim of using and testing the IAI
CCP model and software; and
iii) IAI training
of the Conflict Prevention Centre researchers for the testing of
the CCP software and the creation of a regional database on conflict
potentials.
